The second interview was last Tuesday. The interviewer said they would be calling this week to make their final decision. I know they are somewhat interested because only 4 people made it to the 2nd interview. Since it is Monday, should I call? Or wait until mid-week for their phone call (if I even get the job)?

definitely dont call today. but it might not hurt to call tomorrow.
the sooner you know, the sooner you can get on your way doing their job or another.

The KEY here is that you want to give them a reasonable amount of time to discuss things and decide who they'll hire or call back. And it's customary to give them about a week or so.
Now there's nothing wrong with contacting them to see if they've made a decision, and if not, about when can you expect to hear back. This way, you're doing a follow-up and coming across as though you don't want to bother them.
But I would suggest waiting until towards the end of the week on the off-chance they simply got busier than first expected.

It is best to wait for them to cal you. If they said they will get back to you by that date, then you wait until that date has passed. Calling them before the date will only annoy them. I, personally, wait a week after the date and then call if I haven't heard anything. Often, decisions get delayed so be prepared it may take longer.

You should call them if they don't call you by the scheduled date. You should have firmed all this up during the interview.
