If you mean flooding from water, then yes, if your oil is contaminated with water you need to drain it and refill the vehicle with fresh oil pretty quickly. Your engine will not experience proper lubrication or heat protection with compromised engine oil.

"Flooding" normally comes from giving too much gas to the engine before it has started (usually because of pumping the gas pedal.) This will get the spark plugs wet and make the car difficult or impossible to start because of an overly rich mixture. Some of this excess gas will run down the cylinder walls and find it's way to the oil pan but not enough to compromise the oil. Gas in the oil will quickly vaporize once the motor is hot anyway.

The best way to start a flooded engine is to hold the gas pedal all the way to the floor (don't move it up and down!) then crank the engine until it clears and starts. If you have to turn the key more than once, don't let up on the gas pedal, just hold it there. If it won't start in 30 seconds or so, turn it off and wait 15 - 30 minutes for it to clear as you can overheat the starter with continued cranking (and run the battery down.)

it does if it floods too much.gas will run down into the oil and contaminate it.
