I've had a notice in for 2 weeks now (semester 1 only began 2 weeks ago) I've only received 2 responses.
If you like read the following notice I submitted:
(I've put numerous notices/flyers on student noticeboards as well with no real luck of finding interest)

to get persons to respond make it personal.....
include your name... first name is all you need...
give them a few ways of contacting you.... add your mobile number and tell them where you on a set day and time in uni.. like.. you can find me sitting under the bohenia tree in front of the cafe on wednesday between 1 ad 2 pm....
what kind of writing are you intrested in... what kind of writing would they be interested in....

try an ad that is creative and friendly something like this, though change the details to suit your situation:

Poets! Novelists! Playwrights! Screenwriters! Loopy Linguists! Verbal Vaulters! Great Grammarians! Language Lovers! Writers of all descriptions UNITE!
Let's get together. Share your ideas, inspire one another, learn from each other, and generally have fun!
No Fees involved!
Contact Jerry on 040404040404 or be email at writing001@yahoo.com.au
Or just come on over and introduce yourself. You will find me on wednesdays between 1-2pm under the big bohenia tree in front of the cafe!

Once people begin to take and interest ensure that everyone gets a say in how the group will operate, make sure everyone's ideas are heard on this and let the group decide.

here are some of the thins writers groups I have belonged to have done quite successfully:
charged a two dollar fee each time so that at the end of a year there was money to publish a small chap book, talk to your student union about them holding the money for this purpose and about the local student press.
each week decided on a word to base the follwoing weeks work around, any word will do that the group agrees on.
each participant takes a turn at reading their work and members of the group take turns commenting on each piece
learning to give and accept constructive criticism is very important to writers and to students.
