Yes, Toggle to the top, or by the flag the Thicker of the white lines upwards. It's the Union flag and only called the union Jack when flown from a ship's mast.

I never thought of it until I joined the army, and was given the task of running the flag up one morning when I was on guard in basic training.
I can still see the Provo SGT now, 16 years later, although the bruises from his pace stick have finally gone down over the years.
Pointless story, but yes apparently you can tell, although I never dared ask him how he knew, and I still not 100% sure today.

If it looks like the Field on The Ensign then it is correct.... I was a signalman in the Navy... and it was a standing joke to send the "new guy" forward to check that out... and then send him to the engine room for some "relative bearing grease"...oh...by the way...there is in fact a top and bottom for The Union Jack... but I ain't tell'n ... figure it out...
