Well duh you got to get to know her first! If you asked some random lady on the street she'd probably hit you.

That's always tough. You can go about it a couple of different ways. First, you can use the direct approach: you can just take an opportune moment to walk up and say hello and introduce yourself. Do so confidently, and try to have something to say. It can be as simple as, "Hey - you know, I've seen you around and we have never met so I thought I'd introduce myself....." then compliment her in some way, like by saying you think she is really attractive and you would like to take her out, so can you get her number. That's the quick, surgical strike approach. You'll either get a yes or a no, so you have to be prepared for the no.
But, you could always go the longer route and introduce yourself but don't ask her out right away. That requires you to be a better talker. You have to be able to keep the jittery pauses to a minimum, preferably zero. And, if you 're not a great looking guy, girls usually won't give you a lot of slack. You don't get a lot of slack anyway, but if you're good looking you can say some stupid stuff and get away with it.
It's a judgment call kid.
Also - do not take the advise of the girls here that say to compliment her shoes. Girls like it when other girls compliment their shoes, but in reality it's kind of gay for a guy to be amazed by shoes.

Have you ever met her? If you have, then just ask her if she wants to go for coffee sometime b/c that wont be so pushy and if you both seem to have a good time and good conversation over coffee, then ask her if she'd like to get together again and if she says yes, find out what she likes to do and do that with her. It will show you care about what she likes and she'll be more comfortable. If you've never met her, I'd be hesitant to go out with someone who just walks up to me and asks my name & then asks me out. You probably should try and get to know her wherever you run into her at. Get to know her that way first and then ask her out once you both are comfortable with each other. That's a tough question but my answer is what I would do if it were me. Good luck!

Why would you want to spend time with someone who you don't know? Find ways to have little conversations with her. Talk about anything. If she likes you, she'll try to help you get to know her. If you decide that you like her enough, ask her out.

Walk up to her , and ask her out, if she says i dont know you, say well heres our chance. Be confident if she says no ask for her number , if she still says no, big deal her loss. dont try to bull sh*t her about love, caring, ect. true relationships are based on honesty be yourself and dont beg, be confident and assertive. most girls want a man that will take care of them. trust me I hear my daughters and thier friends every day.

Try to talk to her first and at least get to know her a bit before asking her. Be friendly, smile, and nice.
