Yes. Sertification is not required in order to teach ballroom. Also, sertification doesn't mean much. There are a lot of bad Pro's who took the test and got "sertified" but there are even more good Pro's that don't need to take the test - they are far beyond the level of the sertification test.

Seritication is required for judging and scrutineering all sanctioned competitions. It is not required for non-sanctioned competitions.

Ballroom in US has funny definitions of who is a Pro and who is an Amateur. Professional teacher is the one who charges money to teach. He/she can participate in Professional competitions, but not in Amateur competitions. Amateur is someone who teaches without being paid. He/she can participate in Amateur competitions. If an Amateur is found to be teahcing for money he/she gets reported, their Amatuer status is revoked and they can't participate in Amateur competitions for at least 1 year. (Exceptions are made for top level Amateurs.) That's the technical difference between Amateur and Professional teacher in Ballroom. If you are teaching and making money on it - you are a pro.

There will always be beginning beginners willing to pay some intermediate, or advanced beginners, to "teach" dance moves. It is sad because 99% of the time the wrong techniques are being taught by these amateurs. Obviously, laws of economics work in these cases as you're paying for.
