It is a rough description of an international balance of power system in which one state has hegemonic control over the affairs of other states. In the modern world it was exemplified by the relationship between Europe and its colonies, whether they were coerced into economic submission via military intervention or via legalistic trappings and commercial monopolies. That is to say that military force does not define imperialism even if it is most often present.
Under Core-Periphery theory economic submission of peripheral countries to core countries can be described as neo-imperialism. The defining factor is control.

In a more common-day useage it means a state or nation that operates in a "My way or the Highway" kind of fashion.

A static or non-growing empire is usually one about to decline, so imperialism as a way to operate often denotes empire building and all the fun stuff that goes with it.

Territory building/grabbing, intolerance to dissension within its borders, these are some traits assigned by their detractors to so-called imperialistic nations. Usually international subterfuge, puppet-mastery, clandestine manipulation of other nations are also associated with the term.

to be glib...its when a a nation takes control of another nation or society and claims it as its own, to use it for its rescources and other things that would benifit the socioeconomic prosperity of the nation that takes control.. It encompasses the ideals of hegemony, unilateralism and various other factors.

A form of government with a ruler who is absolute and without a council of underlings. China and japan for example, had Emperors who controlled everything, they had advisers but no one could vote down or negate their power, it was "Divine".
