Kidnapping is a crime. People convicted of crimes are sentenced. Kidnapping (in most states) carries mandatory prison time. So, someone convicted of kidnapping should go to prison.
How long depends on the laws of the state, and whatever happens during sentencing.

If you mean the one recently in the news, she will most likely be sent to a mental facility. Any kidnapping is a crime, this is especially a federal case because she crossed state lines. Her mental status and previous record will determine what they do with her.

Well there is more to it than that? Was it her baby or was it a stranger that took the baby? If it was her own baby - why did she kidnap it? Was she escaping an abusive relationship with her husband? Or was she denied custody & wanted her baby at all costs?
If it was a stranger - than most definately she needs to go to prison!

Of course - kidnapping is a crime and the punishments are already established. Who does the kidnapping and who they kidnap does not matter.
