The Federal Trade commission does, and the IC3 (Internet Crime Complaint center), a branch of the FBI does as well.

The Federal Trade Commission (ftc.gov) handles many such types of issues. It's not so much regulation as providing consumer awareness and handing certain prosecutions for crimes committed electronically.
