Where can I buy redpro or another type of macrovision scramber?

I have heard that you can uy a similiar device like this or something at circuitcity,fry's... can you please give a ame or something?

Do a Google search on "video stabilizer" and you'll find plenty of places online you can get them. Radio Shack USED to carry them -- 15-1270 was the item number but they have been discontinued and I'd highly doubt you'll find a store that has them anymore. CircuitCity used to have something called the CopyMaster and I believe it's discontinued, too. Best Buy carries the SIMA CT-2 which will do the job, although with a $100 price tag attached to it:
