My instinct tells me it would be a ratio dependent on the size of the populace in which the massacre was inflicted. 40 000 Americans die of tobacco use everyday, you hardly call it a massacre. Yet the UN is unwilling to label the events in Darfur as a massacre just yet. Never mind genocide.
Will the deaths of hundreds of millions of people from starvation and lack of available drinking water ever be classified as a massacre when global warming really takes a hold of us and begins to choke the life out of the human race? Doubtful. The Republikans will still call it dubious science. Just like Evolution.

That depends... Are they people we don't care about?
Are they black Africans? non-Christians? People who don't have their own country?
Do they have anything we want? Do they supply us any oil? Do they let US Corporations come in and take what they want?
Do they have a sizeable population in the US that can lobby on their behalf?
Depending on these, and other questions determines whether it is a massacre or not.
And you people thought it actually had to do with a death count or something...
