Your fish has a disease called popeye. Popeye is usually the first symptom of dropsy, which is difficult to treat and it is difficult to say whether the fish may be saved. This condition is caused by a wide range of factors including, bacterial infections, parasite infestations, poor water quality and/or internal metabolic system disorders. Treat your fish with a broad spectrum antibotic such as Maracyn or Maracyn-2 according to package directions. Remove your media from the filter as it will filter out the medication from the water. In the event that it may be an internal infection or parasite, you may wish to feed it medicated food. If you have other fish, you should isolate your affect fish in a quarantine tank. You should do a 50% water change in the main tank and get a master test kit to check what your water quality is to see if you have poor water quality that may have caused this infection. This is a difficult disease to treat, so a lot of patience and diligent treatment is required. Good luck!

That happened to my fish the other week and I was about ready to flush him, but I didn't and it was a good thing, cause he's fine now! It was weird! I just put him into another type of tank with a lower water level, so he didn't have to swim up and down so much and he just got better like overnight! I also think that I was using too much of the dechlorinator stuff in the water at first, so maybe that's the problem that you are having....I wish you luck on it.

this sounds like popeye, fish can get this for a number of reasons could be due to stress or just a bacterial infection. The best course of action is go to your local pet shop and ask for methlylane blue is a general tonic used for fish in all bacterial situations, it may take a few weeks to heal and the treatment wont harm your other fish in the tank
