In MLB 07: The Show, what are the rosters like?

Do they have the actual names of the minor leaguers or is it like MVP 05 where they just had fake names?

Also, are there any players that are not in the game?

Most minor leaguers will not appear in an MLBPA licensed game.

Since the licensing for player names comes from the Major League Baseball Players Association (MLBPA, the baseball union), only players that have played in the majors, are members of the union and have agreed to be licensed will appear with their actual names.

Minor leaguers that have seen MLB playing time in the past will be named, other won't. Barry Bonds opted out of the MLBPA licensing agreement. Also, any MLB players that are not in the union, like Kevin Millar (he was a scab during a player strike, thus ineligible to join the union) will not appear by name or likeness in the game.

It is possible for Barry Bonds to appear in a game if a developer negotiated with to license Bonds separately along with the MLBPA, but Bonds controls his likeness. He has lent his name to some non-MLB licensed games in which he is the only real named player.

they might have a few or good portion of good minor leaguers

the players that have been accused of steroids or drugs may not be in the game, cuz barry bonds hasnt been in any lately,
