No there is a Distinct difference between unlocking and debranding

Unlocking is removing the locks on the sim card being able to be used in the phone so that any sim card can be used in the handset

Debranding is removing the network logos, sounds and menus that are often on hansets provided by networks, e.g vodafone or t-mobile usually custimise handsets with these and these woudl be removed by debranding.

Simfree handsets ie not on any network is unbranded.. Debranding a phone does not unlock it. Debranding a phone is to remove any trace of the phones orginal network. Ie the network logos etc. Unlocking makes the phone open to all networks. I recently got a samsung e900 on vodafone contract which was unbranded apart from the simcard in the phone you wouldnt know what network is was on it was what you would call a generic handset and it came unlocked.
