Dr. Temt anti puffiness cream is amazing. hard to find but if you can get your hands on it, it works wonders. It will really take down the look of the bags on your eyes. If you need a quick fix, and I'm not recommending this at all because I haven't tried it, but I hear that preparation H cream will reduce puffiness too.
For longer term problems I would use the Olay product the person above me mentioned. Olay makes some affordable amazing products with some amazing technology.
One more thing you may want to watch out for. The skin underneath and around your eyes is the thinest layer of skin in your entire body. When you wash your face make sure you are extra gentle on this part of your face when drying. It is very easy to irritate the capillaries in this area and that can cause some of the darkening around your eyes. Don't know if this really applies but it may be a good "watch" just in case. It may help a little bit.
Hope this helps

Steep some tea (using two tea bags). Place the cool, damp bags over your eyes and relax for a bit. There is an agent in the tea which will reduce the swelling and take care of those circles.

One thing that works for some people is to stick some spoons in the freezer and put them over your eyes for a little while. However it depends on why you have them. If it is related to allergies, then you may need to see a doctor. If it's from lack of sleep, well you need more sleep. Here are some other tips. http://www.dry-skin-care-guide.com/dark-circles.html
