Generally speaking, Dreamweaver 8 will generate good HTML. However, you should learn HTML so you can clean up what it doesn't do right.
I prefer Fireworks for making brand-new Web images, but Photoshop works fine as well.

There is no need for you to learn HTML because dreamweaver generates pretty good code. For creating the designs - Adobe Photoshop is much more versatile and intuitive to use.

learn some html before letting dreamweaver do all the work. that way if it makes a mistake you can see where it is and fix it.. it depends on your preference i personally like photoshop.

use dreamweaver, layers and css, ( it produces the css itself + there are pre made ones to add if you wanted )
then export the css once design is finished ( another feature of dreamweaver )
if you check it here http://validator.w3.org/
100% of the time, it will be 100% valid
( unless you have manually messed with the code and made mistakes )
- a little note -
for someone who does not know how to code, dreamweaver is an excellent teaching tool, - if you are unsure of what part of your website page a bit of code refers to, all you have to do is highlight the code in 'code view' and have a look in 'design view'

The answer depends on what you want to know.
Sure, you could use the software and let it generate the code for you - and if you don't care - then that is fine.
However, if you were to learn the code yourself, then you would know more on how to tweak it.
I would say -learn the code, then let the software do it's thing.
