Congress sets the date, and moved it back to the Second Sunday in March because it saves energy and because astronomically it makes sense.

Here in New York, we enjoy that extra hour of sun in the early evening, and puzzle about why folks in Arizona and Hawaii would want the sun coming up before 5 a.m. in mid-summer.

My nephew, who plays Little League baseball says, how could you ever have games if the sun set during the fifth inning!

Used to be Daylight Savings Time started the last weekend in March and ended the last weekend in October. This year they lengthened Daylight Savings Time because they claim it'll save on electricity and reduce carbon dioxide emissions. Do you buy it? I don't.

For the U.S. it is a date set by congress. It used to be the first Sunday in April but they decided that wasn't early enough so back on 2005 the changed the law to be the second Sunday in March. They also extended it on the other end as well. Instead of the last Sunday in October it will go to the first Sunday in November. This new law, though passed in 2005, began yesterday.

The U.S. law says that no state is required to observe DST but if they do they must follow the dates given by congress. Thus, Arizona and Hawaii do not observe DST and we just laugh at the rest of you for doing so.

We're supposed to save more energy, but dang if I know how.

If it's dark when I get up, I still have to turn on lights. Right?
