Man there are so many great games out for each console! It'll depend on what you like as a gamer what is the best, but here are some of my favorites from each console and in different genres:
Xbox: Phantom Dust (this game is way under-rated), Halo 1 and 2, Crimson skies, Ninja Gaiden (this is my favorite xbox game).
Xbox 360: Lost Planet, Gears of War, Bullet Witch (Not the greatest game, but fun), Dead Rising, just about everything on Xbox Live Arcade.
PS2: Devil May Cry 1 and 3 (These are probably my favorite PS2 games), Ace Combat 4, 5 and Zero (all of them are great), Final Fantasy X (stay away from X-2), and XII.
Burnout 3 for all the consoles is great too.

Gears of War for the 360 is awesome. So is Viva Pinata, for totally different reasons! Fable is a recommended Xbox game.
FFXII for the PS2 is great. God of War, Katamari Damacy, FFX and Kingdom Hearts are also games I enjoyed.

I think that the best ps2/X-box game is either Mortal Kombat Armageddon,
Smackdown vs. Raw 2007,GTA San Andreas,Fifa 2007

I LOVE gta vice city and sanandreas. true crime new york city is also good.
