What I mean is, wouldn't the person who invented it go back in time and invent it in the past?

Time travel might be possible using wormholes. But you will need to create this wormhole so it allows human to go through. But you can't open a wormhole to yesterday. You can only create a wormhole with one end opened today, and the other end opened in the future.

So even if time travel was invented today, today would be the earliest possible date for future time travelers to go in the past.

We have it that's why we experience DEJAVU. The time travel makes us forget what we did when using it but a bit still gets stuck in our memory

Think about Newton asking a similar question about going to the moon. "If going to the moon was possible wouldn't we already have been there?"

If by 'we' you mean all living creatures in all of time, then yes. But that doesn't necessarily mean present-day humans have access to it.
