Here's my plan for you :
Research the National Tourism website for Spain via http://www.tourismrankings.com/Spain/
Then check your airfares via several discounters/travel agents in you country to Bilbao or Madrid - they'll quote you on this.
Then book rooms for you all, no more than 12 months in advance at these pages for accommodation in Pamplona:
http://www.cheaperthanhotels.co.uk/Spain/Pamplona/
or
http://www.hotelsespanol.com/Spain/Pamplona/
Prices may be a bit higher through this festival as the places will be running to capacity.
Then take some insurance and work out what to do if you get caught by a Bull. ( Insurance won't cover you for this )
Have fun

Pamplona is the capital city of Navarre, Spain. It is 92 kilometres from the town of San Sebastian, and 407 kilometres northwest of Madrid.
Pamplona is known for the tradition of the running of the bulls which occurs between 6th and 14th of July every year. See http://www.spain4uk.co.uk/places/pamplona.htm for more details.
