Surely it is also a rule that "all rules are made to be broken"? Therefore if somebody decides not to break a rule that was made to be broken, they are committing a serious breach of rule ethics? They should therefore be put in the stocks and pelted with rotten eggs until they show a willingness to break that rule?

The exception would be that there is no exception to the rule that had an exception except it didnt have the acception that the accepted acceptance accepted.
