Background checks...?

Question

are background checks ie., former employers, credit, motor vehicle generally done prior to and employer electing to have a 2nd interview or are they done afterwards?

Usually afterwards. Most companies don't want to shell out the expense of the background check unless they are seriously considering a candidate.
