Why did Mexico City have more damage than Acapulco during the 1995 Earthquake?

Mexico City was built on top of a lake. The Center of the city is actually sinking (I believe 2 mm. per year) The ground on which the city stands is not solid.

This fact plus the intersection of the Teutonic plates caused a stronger impact of the 1985 earthquake over the city compared to other parts of the country.
