the question is designed not for an answer, but to display the relationship between race and worldview.
Most white people, for example, would have the perspective that social progress has not been made on points 1-3 (it hasn't) and that African-Americans could vote prior to the movement. They would also say black people can vote today, but many African-americans would dispute that on the basis of voting-booth related issues in Ohio and abroad.

I would think it is #1.
To help even out the playing field and help the poor minorities get some form of equality, the Federal Government gives Low interest loans to rebuild areas of blight, like the ghettos.
They have been trying to turn these areas around for over 30 years. Low cost loans to those who buy there and fix up the area, and to those that wish to live there and fix up the old run down buildings.
In some areas it worked in others no one was interested in living or buying in the downtown sector.
I feel all cities should start caring about their downtown areas and invest money to fix them up. It is a wonderful place for seniors to reside since they can walk to services and to shop.
We shall see in the next 30 years.

2 would be the only answer that I could see being even close.
The government may have attempted to rebuild some ghetto's, but most were left untouched.
In the 60's de facto segregation was made illegal, did it end all segregation, no of course not.
Racism will never end
African American's had the right to vote long before the civil rights movement although there were many roadblocks.
