First write down your proposal. "The Cool Fire" by Bob Shanks, the guy who produced "20/20" for ABC, wrote this book to show laypeople how its done. Unless you already know somebody in the business, you'll need an agent. The agent will pitch it for you in exchange for a percentage of anything you make.
