No it is not discrimination. I work for a company and handle all of the cell phones, but I don't have one. I will play around with one so I can answer questions, but I am not asking for one. You should be thankful that you don't have one. Your boss could contact you 24/7.
I had a job like that and it stunk. I got calls while I was on vacation and at home sick. It got old fast.
Another thing, does your job require a cell phone?????

At first glance it does seem discriminatory. Would he have any reason for hesitating, i.e. does he see you standing around chatting on the phone a lot? Do you already have a nice cell phone? Are some of these colleagues of you worse-off financially and/or don't already have a cell phone? Is there an intermediary who could find out what the deal is?

It would be discrimination if the boss was heard to say "I'm not giving a phone to Calhoun because of his (race, gender, religion, national origin, age, disability)". But I am guessing this is not the case, so the boss can do whatever he wants.
