They tend to hatch about this time of the year. If there are no tadpoles is there any sign of frogspawn which means they haven't hatched yet. No spawn means no tadpoles. The frogs haven't laid any eggs at this particular pond.

Do you live near the pond where you're trying to find them? To get tadpole, you need the eggs to be laid. If it's cold where you live, the frogs may not have come out of hibernation yet.

Wait until you hear the frogs calling for a few days. Then you'll know there are eggs, at least. If the weather stays warm, the eggs will hatch in a few weeks. Go then.

Also, as Toni mentions, in some states it may be illegal to collect tadpoles or eggs. Some states require a fishing license or permit, and some have "limits" like for fishing. Make sure you know the regulations where you live.

You didn't quite mention where you were as there are parts of the country(assuming you are in the US) that are still cold. So any wild frogs that might be around haven't mated yet. Give it time it may take a couple of weekend trips but it shouldn't be long now. A sure sign that tadpoles are going to start appearing is that you start seeing bugs around. Both in the air and in the water(check for daphnia and early mosquito larvae). Dip a jar in a pond. Frogs aren't going lay eggs unless they are sure there is going to be food around when they hatch.
