Does it mean that the person would WIN the argument? or what?

For example in this sentence:

"Be careful, Jack, I'll always be back, and I'll always have the last word"

It means that whatever anyone else says, the person posting that comment will always come back with another remark until everyone is fed up with him/her and stops postings so the last comment is hers/his

Not necessarily that they would win the argument, but that the other person can't respond. The person with the last word may feel as if they've won the argument even if they're wrong.

On most forums it just means that the trolls just wore the rational posters out.

In normal discussions the last point correlates to the "winning" point.

There's not much normality on most forums I've seen though, unfortunately.
