Why is fiber mat used with resin when making something out of fiberglass as apposed to say paper or cotton?

The glass fiber mat is what makes it fiberglass. Glass fibers are strong in tension, and when combined with a hardening resin create a strong shell material. Stronger and lighter carbon and kevlar fibers are now being used, but they are more expensive. Paper or cotton would not create a strong mat material.
