a) are you sure hes stolen? a lot of cats go outside and dont come home until the next day ( like mine ) or maybe he is just not feeling so well and hiding under a bed.
1) if you positive hes stolen and you know where he is call the police, and hopefully you can prove hes yours with registration and/or tags, vet records etc...
2) if you dont know where he is try putting up lost signs, unfortunately there is not much you can do with lost cats- they are so hard to find. If he is lost and not stolen he might actually make it back home.
Dont keep your hopes up too high but i've seen it happen before! Dont worry about him though, cats have good survival skills =)

how do u know it was stolen? if u know where its at then go get him...
