Stare decisis ("let the decision stand") is the theory that all similar lawsuits should be decided in the same way... it's a guideline to the court for how they should decide each case that comes before them. It is only a guideline, as they can alter past precedent if they feel the need: when justice so requires.

When a court of record (a court of appeals, usually) makes a decision, it can be published, and become precedent. Then, whenever that issue comes up again, judges can refer to that decision and decide whether it should be applied or changed. The prior cases serve as the "guideline."
