when ever some one is dancing they want to show how fun it is to dance in it is a way to interact with the audience...
for singing well it is different for people some ppl like to use their hands to try and sing that note or to rem the beat
i know when i sing i close my eyes and well i all ways move my eyebrow when i am trying to hit a note that is unfamiliar

If you're seeing this mostly on amateurs/beginners, then it's probably just that they aren't paying attention to that part of themselves. The concept of "stage presence" is usually introduced after someone has mastery of the more basic things (moves, notes, etc.).
Bellydancers, especially the less traditional and more "cabaret" style dancers, will occasionally vamp and flirt and make faces on purpose. Their goal is to connect with the audience as well as show their skill, as opposed to (as I understand it) ballet dancers, who are instructed not to smile because that will distract the audience's attention away from your movements.
Singers will occasionally need to twist their mouths strangely because it's necessary in order to properly enunciate at such high volume. You really do need to overpronounce everything when you sing, or it's difficult for your audience to understand you.
