No this is a modern-ish urban myth created by some American journo (can't remember his name now) to ridicule the hypocrisy of the Victorian era in both North America and many parts of Europe.
They did not cover the table, chair or piano legs because of modesty; when they were draped it was to protect them from the attentions of little boys' and girls' kicking booted feet.

anything and everything was covered. ankles were too sexy to be seen. but when they are seen is when they lose their attraction. any how, ya. and more in America than in Europe. Americans always go crazy on fads more than any one else. just look at atkins!!
