The further north you get, the greater your chance of seeing them. You will also need to be out in the open and away from city lights. Over a lake or large field is best. They seem to happen more often in the winter, but I have seen great displays in the summer also. (I live in northern MN)

There are sites that try and predict them based on solar activity and such. Try this site for more information. http://www.northern-lights.no/ They have some great photos.

Alaska would be the best place. Other than that, your best bets would be any of the most northern states (WA, MT, MN, ME, ect)...
