It will unless somethign happens to prevent the contiual produiction of sperm. Semen has sperm in it but other stuff too.
It is best to not masturbate for 12 years. it is better to masturbate as little as necessary. SOm eguys never do it. MOst in America do.
You should realize God made a special perosn to be your sex partner for you when you are an adult. ]
THat perosn will be some one GOd made just for you. Your question isnt clear, however if someone was a male virgin at 40 and had only masturbated for 20 to 30 years.
If this male virgin was then to have sex for the first with a woman, yes he would be still able to get that woman pregnant easily
