Tough question.
I'd support sterilization (or castration) of a serial rapist --- that would limit his "freedom to propagate".
It is tempting with those who engage in activities that are likely to result in producing a life with the expectation that the "government" will raise it --- but unfortunately such activity is protected by the constitution.

Can't be done, short of a Constitutional amendment, or a drastic revision of over a century of Supreme Court jurisprudence.
The right to have children is considered a fundamental right, and as such not one that can be regulated except in very limited circumstances where there is an extremely important reason.

For what reason? To ensure that that individual can properly care for the children in question? If that is your reasoning, I see your point, but it still seems a bit extreme and draconian to enforce such a measure. If your concerned about population growth, not too worry, it's been leveling off or dropping around the world over the last few decades, even in the developed world where your concern would carry the most weight.

People should be able to have as many children as they want.
But there should be a limit on how many they can send to public school for free, and how many they can claim on their tax return, and any other form of government aid.
If you felt like you could afford all of those kids, then you get to find out if you were right.

Should the US Make a Limit on how much money one person can have? Maybe $100,000,000. , but no limit on children because their has to be somebody to pay the national debt.

Our constitution gives me the right to pursue happiness. I choose that what makes me happy is to have 0,1,20 children. Pick the number you choose. Yes, especially if they are a societal burden, such as those on welfare and food stamps who have been on public assistance for YEARS AND YEARS.
I think they should be neutered or spayed.

no i dont think so. If you have money to support a million kids go for it. but if you dont then people need to be responsible enough to stop having them. I am tired of all these welfare parents making everyone else pay for their kids!
