That depends entirely on how you define 'better'.

If you mean the most inspired then the first time, one off, writer would seem to fit the description.

If you mean who produces the most polished and grammatically correct, then I guess the one who writes several drafts first would get the laurels.

The thing is that good writing is in the eye/mind of the beholder anyway, so you in the lap of the 'Gods'. ;-)
