Democracy is a political model, where the people vote to make decisions. Germany is actually a democratic republic, like the US.

Communism is an economic model, where all property is owned by the government. In Germany, individuals and corporations are allowed to own property, but there are numerous social programs, which gives them roughly the same mix of socialism and capitolism as the US.

Democracy is a political system and communism is an economic system - they aren't mutually exclusive.

Germany is a democracy with a number of socialist/non-free market elements in its economic system. As it goes, they're not quite as restrictive as, say, France but more so than Britain.
