How and where do you learn how to be more outspoken and aggressive?

Immersion into a different situation that you can't stand. I don't know for sure, but I imagine it would come naturally once you realize what you really want and actively pursue it.

You can learn to be more outspoken and aggressive if you grow up in a family that is large and/or poor. In such families, money and parental attention are usually stretched pretty thin, so you have to speak up and compete with others if you want your mother to look at you or if you want an extra slice of pizza. You learn early that the squeaky wheel gets the grease.

Becomming more outspoken and aggressive comes with confidence. Find things that build confidence such as martial arts, or sports. If you are not the physical type of person, perhaps you can learn to play an insturment, or learn something you can be proud of.

Take some assertiveness training classes, skip the aggression. You could also try taking some public speaking classes or workshops since it will force you to talk in public and if you practice debating, you will learn to speak your opinions more. You can contact a local adult school about such classes (your high school might offer them). You also need to build self-confidence as a lack of it is a primary reason people don't speak up. Once you find your life's passion, you will also become more focused and start to be around people who share the same interests. It will be much easier to speak up then.
