Is there a Computer Monitor that will run cable tv, and video games consoles such as the Xbox 360?

I'd say you're probably looking at a small LCD TV that has computer-input capabilities along with coaxial cable inputs and RCA inputs. Check out BestBuy.com or CircuitCity.com for these types of TVs. Try to find ones under 26 inches to be able to fit onto a desktop.
