and some think that it is flirty! What is flirty about dangling shoes?

Because it could be that the shoe size is a bit small for them that their feet can't breathe hahaha it's ok to do it i guess but it depends on where you are or what you are wearing.. it's kind of not pleasant to someone's eyes though..:)(but then again, some guys thinks its flirty hahaha)

If I got your question correctly, I think most women with good legs would always want to flaunt them, particularly when men are around. Some may just do so to close up their legs rather than let the legs rest on the ground which could be carelessly let loose unconsciously .... exposing too much to the outside

For all kinds of reasons!! I do it when my feet hurt sometimes, but if done with high heels, it can look extremely sexy. Just picture those shapely legs teasing you through the break in the skirt caressing her skin, those ankles loose and her red stilettos dripping elegants off her feet, almost falling away.
Now to me, that sounds sexy. Maybe not to you, but to me ^_^ Maybe it's because they read that it's a good idea in Dita Von Teese's "The art of Teese" book. See? Even a burlesque queen thinks it's a good idea- must be sexy!! x x

Usually & mainly with high heels & late in the day or near closing time for the dance floor. Fashionable high heels look great on any woman but their feet often hurt & need a temporary respite.

They are not flirting by doing this. Their feet are probably sore from cramming them in shoes that hurt which are worn to get your attention.
