Do you mean the name of the CD, it is a CD that can have information writtern on it, then you can record over it, a bit like a blank video tape when you record over something that was on the tape.
A CD rewriter in your PC means it will copy information on the disc.

If you mean the disc itself:
A CD-RW disk is one that can be written, erased and rewritten many times. Unlike a CDR which can only be written to until filled and then it will permanently contain that data, you are not able to erase and rewrite it.
CD-R = write only once
CR-RW = write, erase and rewrite many times.
If you mean the computer hardware:
Any CD, or DVD writable drive.
DVD Burners can write any CD-R, CDR-RW, DVD, and DVD-RW disks.
A CD Burner will only write CD-R and CD-RW disks.

it can write to CD's and then re-write over them, for example you could add more songs to a CD you made of mp3's. but this is only if you use a CD/RW (CD rewrittable) with the cd rewritter

asuming it is a drive then it simply writes data to a disc. If it is a disc then it means data can be writen and then deleted as many times as you want
