my friend move to washington because he son is going to go to jail for 6 months and the state want's to take away her rights...

can the state do that???

and put the kids in foster care???

People's rights can be taken away as the result of a court sentence or criminal conviction.

Parental rights can also be suspended or lost if a court determines that the parent committed child abuse or abandonment.
