seems to me that something is amiss when it needs to be reset on a regular basis. i have a home less than two years old. i live in a city where there is massive growth, and they cut the electric about once a week for expansion. could the electric glitches be tripping the water heater?

You may have a problem with the breaker that feeds the heater. These can get weak over time and since you are using it more than normal, it makes sense that it could be going bad. Another reason could be one or both (if dual type) of the heating elements in the tank are going bad.
