Sounds like fungus growing on waste and uneaten food. I would suggest several good water changes with a gravel vacuum to clean it up and feeding only what the fish can eat in about 3 minutes to prevent it form happening again. Change out about 50% of the water while vacuuming up as much of that as possible. Change about 25% each week to keep it clean and healthy.

do a 50 percent water change if it doest work by a algae eater pleco and some 4 live plants all of that cost together would be about 7-12 pounds good luck!

if you have newly changed water sounds like chemicals from tap water
