My cousin needs his ssn but his mom as his card and no one knows where she is. so can any one please help.

No, because it would make stealing SSN's for identity theft even easier. Your cousin will have to take his birth certificate and a photo ID to a SS office and ask for a card.
If he does not have a birth certificate, he needs to write to the county where he was born and find out what they want to send a certified copy (besides a moderate amount of money)
If he does not know where he was born, then if no relative can help him, he needs to start gathering information and talk to the SS as to what he must do and he should hang on to what he finds forever.

You have to be careful about this, as there is a lot of online fraud concerning SS numbers. Your best bet is the actual federal SS administration. Check out their website at:

You have to go to the social security offices web site. You will probably have to go to the office to be able to get it
