For just a regular person, it is pretty darn good, if you are looking to place highly in competitive meets, then it is okay at best. Of course, this all depends on your age. Anyone who tells you that very good swimmers can do 1000 yards in sub 7 minutes are straight up lying to you. The world record for 800m, which is a faster race than the 1000 yards is 7.38, thus no one has went sub 7 in 1000.

truth be told it might be ok depending on age and workout intensity. on my team, the different training groups all have a time trial in the 1000 at the beginning of the year. the distance guys need to be under 10 mins. i'm a big guy sprint specialist, and so i can usually get away with going a little over 11 mins.

For an average human being that's okay, probably about average. But on a competitive scale for anyone over 12 it doesn't even register. The average competitive swimmer 12 or over can pace a hundred at about 1:00.00 for distance and even faster for sprints or short course.

I think I would false start before I would have to race 1000 yards

depends on what stroke youre doing. for freestyle or fly thats o.k., but not really. for breaststroke it might be considered good.
consider olympic fly times for men were something like 6 or 7 min for 800m.
