Because many people need time to associate the thoughts in their head and form coherent sentences: often, when under pressure, people struggle to form their language correctly. Plus, it's decent manners - chances are they're responding to a question you asked and that means you should want to hear what they've got to say!

I think there are a couple of reasons... Firstly, they need time to get all of their feelings out. Sometimes a person can work out their own problems this way (realization). Also, it can be a type of venting (frustration, grief, anger). Other times, they need to bounce their thoughts off someone. Interruptions can cause further frustrations other than that they already have. It can also make the person feel that you are being judgmental or not really listening to them or their feelings.

I tend to do this to people at times and feel awful for it: you shouldn't do it because

1. it's rude
2. you stop that person in their train of thought and it may have been important to for them to have said what they wanted
3. you miss out on information
4. it gives the impression you don't care enough to listen and that your not really listening but just dying to talk yourself
5. it can really annoy the person you do it to
6. why not wait, unless it urgent!x

There are many reason for that
1. It is ill mannered to interrupt when someone is speaking.
2. It takes time for few to put their ideas in words.
3. It helps us to know what exactly his point of view is.
4. We can avoid problems when heard one by one.
5. Listening helps us to gain more knowledge than wat we do while speaking.

So that you hear everything that they've got to say before you answer. It stops people getting confused, and helps you not look like an idiot for trying to answer something when you don't know all the details.
