It is not a short circuit, it is a resistor. Resistors transform the electrical energy into heat. The difference between a heat element and a resistor is its capacity. A resistor usually has very low wattage (0.25W) while a heat element can sustain 1kW or more. A 1 kW heat element will draw 0.8 amps at 120V.

Its basically a short circuit, electrical current flows through a wire (usually coiled) in order to produce heat for dish washers, dryers and space heaters.
