Avalon - this is a good question and here is the scientific answer. It all depends on the temperature of the air through which the snow falls. If it is slightly above freezing water may form on the falling flakes which combine easier with other flakes forming large moist snow flakes. This condition creates a wet heavy snow. But if the temperature is extremely cold with low moisture content the flakes will remain small and dry and the result will be a more powdery snow.
